A reference checklist of the agencies, laws, and institutions you'll encounter when researching a move to El Salvador. Use these as a starting point for your own research.
Navigating El Salvador's bureaucracy is doable — but it helps to know which offices handle what. The list below covers the key institutions across immigration, business, tax, and legal matters. Each entry names the body and describes its role so you know where to direct your questions.
Immigration & Residency
All residency applications and visa matters run through DGME. Budget extra time — processing windows vary and in-person visits are often required.
DGME — Dirección General de Migración y Extranjería
The primary immigration authority. Handles all residency categories (Rentista, Investor, Pensioner, Family), tourist extensions, and border control.
MINREX — Ministry of Foreign Affairs
Handles apostilles, document authentication, and consular matters for foreigners. Required step for legalizing foreign documents before DGME will accept them.
RNPN — Registro Nacional de las Personas Naturales
Issues the DUI (Documento Único de Identidad), El Salvador's national ID. Permanent residents are eligible to apply.
Business & Company Formation
Company registration involves at least three separate institutions. Plan for 4–8 weeks from notary engagement to fully operational status.
CNR — Centro Nacional de Registros
The national registry. Handles commercial registration of SA and SRL companies, property records, and intellectual property filings. Your notary will file here.
MINEC — Ministry of Economy
Oversees investment promotion and trade policy. Relevant for larger foreign investments and for accessing PROESA's investor support programs.
PROESA — Investment Promotion Agency
El Salvador's official foreign investment promotion body. Offers guidance on investment incentives, free trade zones, and sector-specific programs.
Cámara de Comercio e Industria de El Salvador
The national chamber of commerce. Membership is optional but provides networking, dispute resolution services, and business credibility.
Tax & Finance
Tax registration (NIT) is required before you can legally operate a business or open a corporate bank account. Do this early.
Ministerio de Hacienda
El Salvador's tax authority. Handles NIT (tax ID) registration, IVA (VAT) filings, income tax returns, and tax compliance for individuals and companies.
BCR — Banco Central de Reserva
The central bank. Publishes economic statistics, exchange rate data, and financial sector regulations. Also oversees Bitcoin legal tender implementation.
SSF — Superintendencia del Sistema Financiero
Financial sector regulator. Oversees banks, insurance companies, and pension funds. Relevant if you're opening business accounts or dealing with regulated financial products.
Laws & Legal References
All legislation is publicly available through the Asamblea Legislativa's online database. Key texts worth reading before you engage a lawyer.
Ley Bitcoin — Decreto No. 57 (2021)
The Bitcoin Law that established Bitcoin as legal tender alongside the US dollar. Governs acceptance obligations, Chivo Wallet, and the Bitcoin Trust.
Código de Comercio
The Commercial Code governing company formation, corporate governance, shareholder rights, and commercial contracts.
Ley de Migración y Extranjería
The primary immigration law. Defines residency categories, requirements, rights of foreign nationals, and deportation procedures.
Ley de Inversiones
The Investment Law guaranteeing equal treatment for foreign and domestic investors, repatriation of profits, and protection against expropriation.
Embassies & Consular Services
Most Western embassies are located in San Salvador's Colonia San Benito or Escalón districts. Confirm current hours before visiting — many require appointments.
U.S. Embassy — San Salvador
American citizen services, notarial services, passport renewals, and emergency assistance. Located in Antiguo Cuscatlán.
British Embassy — Guatemala City (covers El Salvador)
UK consular services for El Salvador are handled through Guatemala. Emergency assistance is available; routine services require travel or mail.
Canadian Embassy — Guatemala City (covers El Salvador)
Canada's consular representation for El Salvador operates from Guatemala City. Emergency services are available by phone.
German Embassy — San Salvador
Consular services for German nationals. Also handles Austrian and Swiss citizen services under certain arrangements.
